Quickened Spell’s Applicable Value changes the way you view your spellcasting by giving both the caster and target different values. Some spells will have a high Applicable Value on both caster and target, meaning that it is already balanced out that way. Quickened Spell changes it up for quickened casters by creating an effect known as the “Quickening”, where you get an advantage on spell attack rolls and a bonus to hit equal to your Quickened Spells Applicable Value on the next spell cast after this one, using this feature again will refresh its effect back up to the maximum (10).

How it will change the spells you cast is still being worked on, but the idea is that on a caster’s turn after casting a spell with Quickened Spells, any additional spellcasting made during that turn will be at half of its normal cost to cast (uses its Expendable Value) and half of what it would normally cost to cast (uses its Applicable Value).
